How the referendum in Iceland affects Albania and Montenegro's path to the EU

If Icelanders vote in favor of resuming European Union (EU) membership talks this weekend, it will also change the ranking of leading countries in the bloc's membership process.
Iceland stands out as a very specific country, as it is already largely integrated into the EU and is part of many European policies. It is a member of the European Economic Area and the Schengen Area.
Unlike other traditional candidate countries, Iceland does not need to radically change its legal, judicial, or political system to meet the basic requirements of the EU.
This means that a return of Iceland to the membership process would directly affect the two countries that are now seen as leaders in the integration process: Albania and Montenegro, which hold the first and second places, respectively, on the list.
These two countries see the referendum as another sign of how attractive the European Union is to countries that are not part of it.
Radio Free Europe (RFE/RL) interlocutors from Tirana and Podgorica consider that holding this referendum proves that the European project continues to be attractive and is strategically important for the countries of the continent.
Icelandic citizens will go to the polls on August 29 in a referendum to decide whether they want the country to resume membership negotiations in the 27-nation bloc.
The outcome of the referendum is highly uncertain. The latest polls show Icelandic voters are extremely divided, almost on a razor's edge, while the resumption of talks is supported by a narrow and shrinking majority.
The vote is advisory in nature and relates exclusively to the reopening of negotiations, and not to the final decision on EU membership.
What do they say in Tirana and Podgorica?
Albania and Montenegro, which are deep into the process of membership negotiations, view the referendum in the Nordic island state between Europe and the North Atlantic positively.
The Ministry of Foreign Affairs (MFA) of Albania says that the referendum is considered a sovereign and democratic expression of the will of Icelandic citizens to determine their country's relationship with the European Union.
“Çdo vend evropian ka të drejtën të zgjedhë rrugën e vet drejt integrimit evropian. Nga perspektiva jonë, fakti që një vend me nivel të lartë zhvillimi, institucione të konsoliduara dhe integrim të thellë ekonomik me Evropën po i rikthehet kësaj çështjeje dhe po shqyrton sërish afrimin e mëtejshëm me Bashkimin Evropian dëshmon se projekti evropian vazhdon të mbetet tërheqës, i besueshëm dhe strategjik për vendet e kontinentit”, kanë thënë për REL-in nga MPJ-ja shqiptare.
Maida Gorçeviq, ministre e Çështjeve Evropiane e Malit të Zi, thotë se Podgorica mirëpret çdo hap që e bën Evropën më të bashkuar dhe më të fuqishme dhe se referendumi në Islandë po ndiqet me vëmendje, duke respektuar vendimin e qytetarëve islandezë.
“Është në interes të Malit të Zi që Bashkimi Evropian të jetë i fuqishëm dhe i qëndrueshëm, dhe besoj se politika e zgjerimit kontribuon pikërisht në këtë. Prandaj, ne gëzohemi për çdo hap të ri drejt zgjerimit dhe mbështesim aspiratat evropiane të shteteve që me Malin e Zi ndajnë angazhimin për arritjen e standardeve dhe vlerave evropiane dhe përkatësinë në familjen evropiane”, deklaron për REL-in Gorçeviq.
Mali i Zi vazhdon të jetë i pari në rrugën drejt BE-së, me 18 nga gjithsej 33 kapituj negociues të mbyllur.
Islanda, e cila i filloi negociatat për anëtarësim në vitin 2010 dhe i ndërpreu ato në vitin 2013, ka 11 kapituj negociues të mbyllur përkohësisht.
“Malit i Zi është sot shteti kandidat më i avancuar dhe është i vendosur ta përfundojë pjesën e vet të punës dhe të bëhet anëtari i 28-të i Bashkimit Evropian. Por, rrugën evropiane nuk e kemi parë kurrë si një garë në të cilën përparimi i një shteti vjen në kurriz të një tjetri”, thekson Gorçeviq.
Shqipëria, në rast të një votimi pozitiv në referendum, do ta humbiste automatikisht vendin e dytë në listën e vendeve kryesuese, pasi Islanda do të garonte me Malin e Zi, me një mundësi reale për ta tejkaluar këtë vend, duke qenë më e përgatitur për anëtarësim se çdo shtet tjetër kandidat.
“Ne nuk e shohim procesin e zgjerimit si një lojë me rezultat zero, ku përparimi i një vendi përbën humbje për një vend tjetër. Përkundrazi, një rezultat pozitiv në Islandë mund të krijojë momentum të ri politik në nivel evropian për debatin mbi zgjerimin dhe të forcojë bindjen se Bashkimi Evropian mbetet projekti më i suksesshëm politik, ekonomik dhe gjeopolitik në kontinent”, deklaruan për REL nga MPJ e Shqipërisë.
Nga Tirana theksojnë se sa më i madh të jetë konsensusi politik në Evropë në favor të zgjerimit, aq më pozitiv bëhet mjedisi politik për të gjitha vendet kandidate që kanë investuar seriozisht në këtë proces, përfshirë Shqipërinë.
Islanda, Mali i Zi e Shqipëria dhe disproporcioni me buxhetin e BE-së
Islanda, nga njëra anë, dhe Mali i Zi e Shqipëria, nga ana tjetër, do të kishin një raport pothuajse të kundërt me buxhetin e BE-së.
Nëse Islanda do t’i bashkohej BE-së, ajo do të ishte shteti i tretë më i pasur anëtar për nga të ardhurat për kokë banori dhe do të ishte kontribuuese neto në buxhetin e Bashkimit Evropian.
Anëtarësimi i këtij shteti do të absorbohej lehtësisht nga BE-ja, pasi bëhet fjalë për një shtet të vogël për nga numri i banorëve, me pothuajse 60 për qind më pak banorë se Mali i Zi.
Dallimi thelbësor mes këtyre vendeve qëndron në raportin e tyre me buxhetin evropian. Islanda, si një nga vendet më të pasura evropiane, me shumë gjasë do të ishte kontribuuese neto në buxhetin e BE-së, ndërsa Mali i Zi do të ishte përfituese neto.
Shumë më e varfër, por gjashtë herë më e madhe se Islanda, Shqipëria gjithashtu do të ishte përfituese neto e fondeve të BE-së.
Përfituesi neto nga buxheti i BE-së merr më shumë fonde sesa kontribuon në të, ndërsa kontribuuesi neto paguan më shumë sesa merr prej tij.
Në përgjithësi, vendet më të pasura me bruto produktin shoqëror më të lartë, kontribuojnë më shumë në buxhetin e BE-së, ndërsa vendet më të varfra përfitojnë më shumë.
Kjo e bën Islandën një vend kandidat të pazakontë, pasi anëtarësimi i saj do të nënkuptonte zgjerimin e BE-së me një vend relativisht të pasur, dhe jo vetëm me një vend të ri që do të ishte përfitues i madh i fondeve evropiane.
Pikërisht për këtë arsye, anëtarësimi i Islandës do të përbënte një rast specifik në raport me zgjerimin aktual të BE-së në Ballkanin Perëndimor: ndërsa anëtarësimi i Shqipërisë dhe Malit të Zi do të përbënte kryesisht një përfitim financiar për këto vende, Islanda mund të përfaqësonte një kontribut financiar për Unionin.
Pse është i rëndësishëm ky referendum për BE-në dhe rajonin?
Një rezultat pozitiv i referendumit, sipas zyrtarëve evropianë, do të përbënte një nxitje për vendet aktuale kandidate për anëtarësim në BE dhe do të tregonte se zgjerimi është ende i mundur.
Një “po” eventuale në Islandë më 29 gusht, me shumë gjasë, do të çonte në bashkimin e këtij vendi me Malin e Zi në procesin e anëtarësimit.
Shqipëria, e cila konsiderohet një nga vendet kryesuese, por nuk është në grup me Malin e Zi, do ta vazhdonte këtë proces e vetme.
Nga Tirana thonë se një rezultat pozitiv i referendumit në Islandë, së bashku me përparimin e vazhdueshëm të Malit të Zi drejt anëtarësimit, përbën dëshmi të qartë se procesi aktual i zgjerimit është i mirëfilltë, i besueshëm dhe i prekshëm.
“Këto zhvillime nuk duhet të shihen si një diferencim mes vendeve kandidate, por si një konfirmim se Bashkimi Evropian po investon seriozisht në sigurinë, stabilitetin dhe forcën e tij të ardhshme”, deklaruan nga Ministria e Punëve të Jashtme e Shqipërisë.
Marrëdhëniet e veçanta mes Islandës dhe BE-së
Islanda në vitin 2009 paraqiti zyrtarisht kërkesën për anëtarësim në Bashkimin Evropian, pas kolapsit të rëndë të sistemit të saj bankar.
Accession negotiations were opened in July 2010. 27 negotiating chapters were opened and 11 of them were provisionally closed. The new Eurosceptic coalition government suspended negotiations in December 2013.
Iceland has never withdrawn its application for EU membership, and in 2015 it requested to no longer be considered a candidate country.
If Icelandic citizens vote to continue the negotiations, the process will continue where it left off. Closed chapters will not be reopened, while work will continue on closing the remaining negotiating chapters.
This is why the European Commissioner for Enlargement considers that, in the event of a positive referendum result, Iceland could complete the negotiation process with the EU in a very short time.
"As a country that is already part of the European Common Market, Iceland can complete its membership negotiations within one to two years," assessed Marta Kos on August 25, in her speech at the Conference of Ambassadors, Consuls General, Consuls and Military Attachés in Zagreb.
However, even if negotiations are completed in record time, full EU membership will not happen overnight.
This requires changes to the Constitution, in order to enable the transfer of some of the sovereign powers.
According to the rules in force in Iceland, the constitutional amendment must first be approved by Parliament, then general elections are held and, after that, the same text of the amendment must be approved again by the newly elected parliament./ REL
