The agreement for the president, REL: Consensus with many question marks

The agreement between the Vetëvendosje Movement (LVV) and the Democratic League of Kosovo (LDK) on Bekim Sejdiu's candidacy for president of the state has been assessed as a positive development after a long period of institutional blockade, but analysts warn that there are still no guarantees for its implementation.

Sejdiu, during his presentation as a presidential candidate on August 31, said that he accepted the candidacy considering the political context in which Kosovo finds itself.

The country held parliamentary elections in June, precisely because of the lack of consensus between the parties over the head of state - the third since February 2025.

Agon Maliqi, an expert on political issues in Kosovo, tells Radio Free Europe (RFE/RL) that after about two years of institutional deadlock and political paralysis, the achievement of consensus between the two parties on the issue of the president should be welcomed.

However, he says that "there is no room for excessive enthusiasm," as according to him the agreement may encounter obstacles in implementation.

On the other hand, analyst Dritëro Arifi criticizes the way the negotiation process has been conducted, describing it as non-transparent.

"The entire process has been in information darkness, as if it were two private companies negotiating for a tender or a project," Arifi tells Radio Free Europe.

Ratings for Bekim Sejdiu

Regarding Bekim Sejdiu's figure, Maliqi says that his professional profile matches the responsibilities of the president, citing his experience in diplomacy and justice. However, Maliqi assesses that there are dilemmas surrounding Sejdiu's candidacy regarding how well he will be able to withstand political battles.

"It is not known whether he will be someone who will be able to face the pressures of an executive power, which has shown a tendency to dominate and which demands submission from all institutions, given that he does not have a party behind him, even though he comes, conditionally speaking, from the orbit of the LDK."

Meanwhile, according to Arifi, professional experience is not sufficient to assess whether a person is suitable for the position of president.

"Bekim Sejdiu may be a great person, a great academic, but that does not make him a great politician," he says.

Arifi says that Sejdiu should publicly clarify his positions on several strategic issues, including American gas, the strategic dialogue with the United States of America, and the Brussels and Ohrid agreements within the framework of the Kosovo-Serbia dialogue.

Dilemat brenda LDK-së

Një prej sfidave kryesore për zgjedhjen e Sejdiut mbeten dallimet brenda LDK-së dhe sigurimi i votave të nevojshme në Kuvend.

Maliqi thotë se çështja e numrave e vendos LDK-në në një pozitë të vështirë dhe se partia mund të detyrohet të kërkojë mbështetje edhe jashtë radhëve të saj.

Por, sipas tij, problemi mund të jetë edhe më i madh se sigurimi i votave.

“Problemin më të madh nuk e shoh te numrat sa e shoh të mundësia e zhvlerësimit të procesit nga Gjykata Kushtetuese, meqë për momentin me këtë Kuvend jemi në një situatë të paqartë juridike”, vlerëson Maliqi.

Ky qëndrimi i Maliqit është referencë për afatin kushtetues për konstituimin e Kuvendit. Në një aktgjykim vitin e kaluar, Gjykata Kushtetuese tha se organi ligjvënës duhet të konstituohet brenda 30 ditësh nga data e certifikimit të rezultateve. Ky afat tashmë është tejkaluar, por LVV-ja e Kurtit thotë se ka afat 30 ditë nga 6 gushti – kur nisi seanca konstituive.

Partitë opozitare, Partia Demokratike e Kosovës dhe Aleanca, kanë argumentuar se afati kushtetues është shkelur.

Dritëro Arifi, ndërkaq, thotë se dallimet brenda LDK-së mund të paraqesin problem serioz për marrëveshjen, sidomos për deputetët që kanë qenë kritikë ndaj Qeverisë së Albin Kurtit të LVV-së.

“Është arritur një marrëveshje vetëm për të akomoduar një zyrë një person dhe për t’ia vazhduar qeverisjen Kurtit, pa asnjë qëndrim politik dhe institucional të LDK-së”, vlerëson ai.

A shkohet në zgjedhje nëse Sejdiu dështon të bëhet president?

Nëse Bekim Sejdiu, për të cilin u dakorduan LVV dhe LDK nuk arrin të zgjidhet president në tri rundet e votimit, ashtu si edhe kundërkandidati i tij, cilido që të jetë, Kushtetuta e Kosovës parasheh shpërndarjen e Kuvendit dhe shpalljen e zgjedhjeve të reja.

Maliqi vlerëson se në një skenar të tillë zgjedhjet e parakohshme do të ishin të pashmangshme.

“Kam përshtypjen se në këtë skenar zgjedhjet e parakohshme janë të pashmangshme”, thotë ai.

Arifi, ndërkaq, paralajmëron se dështimi i zgjedhjes së presidentit do ta ndërlikonte edhe më shumë gjendjen institucionale të Kosovës.

“Kosova është jashtëzakonisht jashtë çdo ekuacioni diplomatik”, thotë Arifi.

LVV-ja e Albin Kurtit fitoi 53 mandate në zgjedhjet e qershorit dhe, së bashku me deputetët e komuniteteve joshumicë, ka të paktën 61 vota, të mjaftueshme për konstituimin e Kuvendit dhe formimin e Qeverisë së re.

Për zgjedhjen e presidentit, megjithatë, kërkohet prania e të paktën 80 deputetëve në sallën e Kuvendit, i cili ka gjithsej 120 ulëse.

If LVV is added to the 18 LDK deputies, the number reaches at least 81 votes. This would be sufficient to elect the president, provided that at least 80 deputies are present during the vote.

However, so far, one LDK MP, former Prime Minister Avdullah Hoti, has publicly come out against Sejdiu's candidacy.

The Democratic Party of Kosovo and the Alliance have previously expressed their position that they will remain in opposition. The latter has presented six points, which if the LVV meets, then it will give its seven votes for the formation of institutions.

Sejdiu's name, as the joint candidate of LVV and LDK, came after several rounds of talks between the two parties, initially for co-government – ​​which failed – and then negotiations that focused solely on the issue of the president.

If Sejdiu receives sufficient support from MPs, he will become the sixth president of Kosovo. /REL
