Journalist against the project for the new healthcare company: The government

Journalist Osman Stafa has raised doubts about the government's draft law for the creation of a new state-owned company in the health sector.

In a post on social media, Stafa describes it as a "supercompany" and asks the government to show if a similar model exists in one of the European Union countries.

According to him, the proposed company will not be limited to purchasing medicines, but will have a number of functions that include planning needs, developing tenders, negotiating prices, purchasing medicines and medical equipment, and their storage and distribution.

The staff also points out that the bill gives the company powers to maintain medical equipment and manage the strategic reserve.

But, according to the journalist, the powers do not end there. He also raises the possibility for the company to create other companies, enter into joint ventures with private entities, and take over the use or administration of state assets.

Referring to these competencies, the Staff requests that the government clarify the European model that has served as a reference for this draft law.

And I have a very simple question:
In which country in the European Union is there a state-owned company with so much power concentrated in one hand?
What are we creating? According to the draft law, the Albanian company will not only deal with the purchase of medicines.
It will plan needs, make tenders, negotiate prices, purchase medicines and equipment, store and distribute them, maintain medical equipment and manage the strategic reserve.
But it does not end there. It will be able to create other companies. It will be able to enter into business and joint ventures with private individuals. It will be able to take over the use or administration of state assets.
And, with the approval of the government, state assets can also be used as a guarantee, collateral or mortgage for financing.
Then my question is:
Show us the European model you are following. Show us a European state-owned company that has been given these powers together: drug tenders, medical equipment, warehouses, distribution, maintenance, support services, subsidiary companies, partnerships with private companies and the use of state assets as collateral.
Albanian healthcare does not need another center of power.
It needs the medicine to be in the hospital, the equipment to work and every penny of patients and taxpayers to be controllable.
Therefore, before this bill is approved, the government must answer: What is the European model they are copying?
