Rama's "PasqyrAlbania", a new name for an old promise

After a heated season of protests against his governance model, Prime Minister Edi Rama returned with a "deus ex machina" solution to channel citizens' complaints and dissatisfaction - a platform called "PasqyrAlbania".

At the meeting held with his government cabinet and Socialist Party leaders on August 24 in Pogradec, Rama said that any citizen's concerns or concerns addressed on the platform would be followed up in real time and would receive a response.

"People's demands and complaints cannot be like the bottles that threw the trust deeds from ships when they sank in the ocean," Rama declared.

But far from being a novelty, the "PasqyrAlbania" platform is a new name for an old promise.

Since late 2021, the government led by Prime Minister Edi Rama has launched a similar platform known as "The Albania We Want"; a state structure regulated through the law on co-governance.

Political promises and legal provisions have since foreseen what Rama promises today; a real-time interaction between citizens and institutions, guaranteeing answers to their problems and concerns, but also their influence on government policies.

Asked what didn't work with the 'Albania we wanted' platform that is being sought to be resolved with the new platform, the Prime Minister's press office suggested that "PasqyrAlbania" would be "a whole new experience" and that it would include 'Albania we wanted' as its components, along with e-Albania.

"But at the same time, they themselves will be in a new version, where Artificial Intelligence will take on a role that has been missing until now," the prime minister's press office told BIRN.

For political analysts, Rama's new offer shows that he sees governance problems as communication problems and attempts to correct them by bypassing institutions and centralizing relations between citizens and the prime minister.

“In essence, it looks more like a new version of an old idea than a new philosophy of governance,” journalist Lutfi Dervishi commented on the “PasqyrAlbania” platform, comparing it to the previous platform and the law on co-governance.

According to Dervishi, although technologically the new platform may be more advanced, "technological innovation should not be confused with institutional responsibility."

"In a normally functioning administration, the citizen should not need a special mechanism to force the administration to do what it should do," he added.

PR operation on governance problems

Megjithatë, shumë dyshojnë se problemet e mprehta të qeverisjes mund të lustrohen sërish përmes komunikimit.

Ermal Hasimja, pedagog i Shkencave Politike i tha BIRN se Rama po përpiqet që ta shfrytëzojë ‘operacionin e përmirësimit të komunikimit’ për të justifikuar të gjitha problemet që ka shkaktuar qeverisja e tij.

“Problemi është që qeverisja i shërben një pakice njerëzish, jo të gjithëve. Pakica merr frytet, shumica merr ‘komunikim’,” theksoi Hasimja.

Edhe Eduart Gjokutaj, drejtues i organizatës ALTAX me fokus te transparenca dhe politikat e qëndrueshme të zhvillimit, thotë përmirësimi i kanalit të komunikimit nuk e zgjidh ‘krizën e besimit’.

“Ajo lidhet me mbajtjen e premtimeve, transparencën e vendimmarrjes, respektimin e institucioneve, kontrollin mbi pushtetin dhe llogaridhënien për rezultatet. Nëse qytetari dëgjohet, por institucionet nuk mbajnë përgjegjësi për atë që premtojnë dhe bëjnë, platforma rrezikon të kthehet në një instrument për menaxhimin e pakënaqësisë dhe jo në një reformë të qeverisjes,” tha Gjokutaj.

Gjokutaj beson se edhe në qoftë e suksesshme, nisma “PasqyrAlbania’ nuk përbën në vetvete “një model të ri qeverisjeje”.

“Përndryshe, kemi një instrument të ri për një mekanizëm të njohur,” theksoi ai.

Për gazetarin Dervishi, ky mekanizëm krijon edhe një paradoks, pasi qeveria mund të marrë kreditet për korrigjimin e një problemi që e ka prodhuar vetë ose që nuk e ka zgjidhur përmes institucioneve të saj.

“Pas 13 vitesh në pushtet, pyetja nuk është më vetëm sa mirë komunikon qeveria me qytetarin, por pse duhet ndërhyrja nga lart për të marrë një përgjigje normale nga institucionet dhe administrata,” tha Dervishi.

Sipas tij, kjo pyetje lidhet drejtpërdrejt edhe me “Pasqyrë Albania”, që kryeministri e ka prezantuar si një mënyrë të re për t’u drejtuar institucioneve me kërkesa apo shqetësime dhe për të ndjekur në kohë reale trajtimin dhe përgjegjësitë për zgjidhjen e tyre.

Rama ofrohet si “Zgjidhja’

Gjatë aktivitetit të zhvilluar në Pogradec, kryeministri ofroi gjithashtu një shembull praktik të filozofisë së tij për komunikimin me qytetarët përmes një videoje virale takimi me një të moshuar nga një fshat i Pogradecit.

For Lutfi Dervishi, this case shows the communication model that Rama has built and continues to build, centralizing it.

"He avoids intermediaries: the administration, institutions, the media, the opposition and often even the ministers themselves. And he presents himself as 'The Solution'. In the end, a relationship is created where the citizen with a problem no longer faces the 'state', but turns to the center of power for a solution," says Dervishi.

According to him, this creates a paradox; "centralization is presented as a remedy for the dysfunction of an already highly centralized administration."

In this perspective, he adds, "new communication initiatives do not necessarily address the reasons for the dissatisfaction expressed through protests, but risk shifting the debate from governance problems to the direct relationship of the citizen with the prime minister."

And this is precisely the 'main risk', because as Dervishi argues, "in a democracy the relationship should be citizen-institution, not citizen-prime minister."

Even for Gjokut, this risk exists if the platform creates the perception that the solution to the problem comes from the intervention of the prime minister or political leaders and not from the normal functioning of the institution.

“This would further strengthen the personal citizen-government relationship, instead of the citizen-state relationship,” Gjokutaj said.

“Governance cannot be built on the idea that every citizen’s problem must be solved through the intervention of the central government. In a functional state, citizens should not seek favors or political interference to receive a service that the law guarantees them. The responsibility should lie with the institution, not the leader,” he concluded./ BIRN
