The Public Procurement Agency has found violations in a procurement procedure conducted by the Directorate of Government Services.

The finding was made within the framework of an administrative verification carried out by the PPA, by decision dated June 26, 2026, where a procurement procedure of the "Simplified Open Procedure" type was reviewed, for a public supply contract.

According to the PPA document, the Directorate of Government Services did not act in accordance with Articles 111 and 112 of Law No. 162/2020 "On Public Procurement", as amended.

According to the Agency, the contracting authority continued with the further steps of the procedure without first ensuring whether a complaint had been filed and, above all, without waiting for the Public Procurement Commission to issue a final decision.

So, according to the official finding, the procedure was advanced at a time when the status of the complaint should have been verified and the suspension mechanism provided for by law should have been respected.

In the case identified by the PPA, the issue was not simply treated as a procedural deficiency without consequences. The Agency used the powers provided by law and decided to propose to the head of the Directorate of Government Services to take a disciplinary measure against the person responsible for procurement, as he did not respect the complaint procedure and follow-up to the tender in accordance with the decision-making of the Public Procurement Commission./ Politiko.al
