Zhupa: TID Durrës should be canceled immediately. The repeal of the VKM changes the legal basis of the project

The Chairwoman of the Committee for Culture, Tourism and Diaspora, Ina Zhupa, has requested the ban and cancellation of the TID Durrës project, linking the request to the recent change in the legal and urban situation in the area where the project is located.

 Zhupa points out that on July 30, 2026, the government repealed the Council of Ministers' Decision that had declared part of Durrës a "New Development Area", while about 20 of the 74 properties affected by the TID are located in the territory where the planning instruments overlapped.

According to Zhupa, the repeal of the act does not automatically mean the cancellation of the TID, but creates the obligation to review the legal and urban basis of the project and to suspend any action on the residents' properties until the situation is fully clarified.

Zhupa also demands a new, transparent and legal process of consultation with citizens, arguing that urban development cannot be carried out in violation of the rights of property owners.

The residents of Durrës have the right to demand the suspension of the project and the institutions cannot act as if nothing has happened.

On July 30, 2026, the government repealed the Council of Ministers' Decision that had declared part of Durrës a "New Development Zone." Today, citizens who oppose the Durrës TID are demanding that all actions affecting their properties and homes be suspended until the new legal and urban planning situation is fully clarified.

By right, how can a project that affects 74 properties proceed, when about 20 of them are located precisely in the territory where the planning instruments that have now changed status overlapped?

The repeal of an act may not automatically cancel the TID, but it certainly cannot be without consequences for a project that interferes with the properties and lives of residents.

From the beginning, we have opposed TID because development cannot be done by violating the rights of owners, destroying the heritage of Durrës, without transparency and without real consultation with citizens.

Now the institutions have an obligation to stop any action on residents' properties, review all acts, and open a new, transparent, and legal consultation process.

TID Durrës cannot be a project imposed on the heads of citizens. Now that the legal and urban basis has changed, everything must be reviewed. This project must be canceled as soon as possible.
