After brutal violence at protests, State Police reminds: Do not check cell

After 13 days of student protests, during which accusations of police violence against young people and minors have been raised, Tirana Police has sent an urgent letter to police stations requesting the implementation of legal procedures and respect for the rights of the escorted persons.

The document, signed on October 22 by the Deputy Director of Public Security, Edmond Meshini, requires that officers be identifiable while on duty, respect the rules on the use of force, and guarantee the rights of minors who are accompanied by the police.

One of the important points of the instruction is related to cameras in escort and interview facilities. The police require the installation of cameras in offices where minors are escorted and interviewed, the preservation of film footage and, in particular, the immediate preservation of the footage from October 19.

The letter also stipulates that cell phone searches should not be conducted without a court order and that officers should not request device passwords from escorted or arrested persons without legal basis.

For cases involving minors, the guidance requires the presence of the parent or legal guardian and a psychologist, the provision of a juvenile rights form prior to questioning, and the maintenance of a separate register for these cases.
