Prime Minister Edi Rama has introduced another mechanism for communication between citizens and the administration. "Pasqyrë Albania", or according to the publicly released descriptions, "Mirror Albania", aims to collect citizens' issues and enable them to track the status of their requests in real time.

The new platform was made public after the Socialists' meeting in Pogradec, where Rama spoke of a "unique overview" where citizens will have institutions present and where every request or concern can be followed in real time, just like a postal package.

"We have also discussed the unique overview, 'Albania Overview', where citizens will have all institutions present and where the ambition is that, sooner rather than later, we will reach the point where every request, every concern, every problem of the citizen addressed to the institutions will be like a postal package, the status of which is followed in real time by the sender ," Rama declared after the several-hour meeting in Pogradec.

According to the information published on how the platform is expected to function, “Pasqyrë Albania” will have two components: “Flamingo Albania”, where issues that have not been resolved by the administration will be collected, and “Radar”, through which citizens will be able to follow the status of their complaints. The stated goal is for issues to be resolved within two weeks.

But the idea of ​​a platform where citizens address their problems to the government and then follow up on the handling of the complaint is not new.

 "The Albania We Want" promised to solve problems.
Since 2017, the Rama government had put into operation the "The Albania We Want" platform, which was promoted as a direct channel of communication between citizens and the government.

The platform itself was described as an open mechanism for communication and interaction with citizens.

In 2018, just a few months after its launch, Rama presented the platform as one of the main instruments of the new way of governance. In the 10-month report published that year, the government stated that 13,694 problems and concerns of citizens had been resolved through the platform.

The same report stated that 9,454 citizens had become part of the platform as users and contributors.

Rama also used the platform as an argument against bureaucracy and corruption in the administration, presenting co-governance with citizens as a way to avoid leaving problems in the institutional drawers.

But it is precisely here that one of the first contradictions of this mechanism appears.

Pra, ndërsa platforma promovohej si një mekanizëm që do ta afronte qytetarin me shtetin dhe do të shmangte zvarritjen administrative, vetë raportimet e asaj kohe tregonin se një numër i konsiderueshëm zyrtarësh nuk kishin reaguar në afatet e përcaktuara.

Madje, në atë periudhë platforma ishte bërë edhe një nga treguesit për vlerësimin e punës së ministrave. Në gusht 2018 raportohej se Rama e konsideronte atë një instrument për të matur performancën e kabinetit.

Platforma nuk u mbyll, por u institucionalizua

“Shqipëria që duam” nuk rezulton të jetë braktisur pas viteve të para. Përkundrazi, mekanizmi i bashkëqeverisjes u institucionalizua më tej.

Në vitin 2021 u miratua Ligji nr. 107/2021 “Për Bashkëqeverisjen”. Sipas Agjencisë për Dialog dhe Bashkëqeverisje, ligji ka si qëllim krijimin e kushteve për ndërveprimin mes administratës shtetërore dhe qytetarëve, me synim përmirësimin e shërbimeve publike dhe përfshirjen e qytetarëve në bashkëqeverisje përmes platformës “Me ty për Shqipërinë që duam”.

Pra, nuk kemi të bëjmë me një platformë të vjetër që thjesht u zhduk dhe tani po zëvendësohet nga një tjetër.

Përkundrazi, edhe sot administrata e konsideron “Shqipërinë që duam” pjesë të mekanizmit zyrtar të bashkëqeverisjes.

Një vendim i Këshillit të Ministrave i vitit 2023 përcakton rregullat për bazën e të dhënave të platformës “Me ty për Shqipërinë që duam” dhe ndërveprimin e saj me sistemet e tjera elektronike të institucioneve. Në të njëjtin vendim përcaktohet se Agjencia për Dialog dhe Bashkëqeverisje ndjek edhe trajtimin e ankesave dhe kërkesave të administruara përmes platformës www.shqiperiaqeduam.al.

Edhe dokumente të administratës publike në vitin 2025 tregojnë se platforma vazhdon të përdoret.

Sipas Raportit të Monitorimit për vitin 2025, në Platformën e Bashkëqeverisjes u regjistruan 22,356 çështje nga qytetarë dhe biznese, lidhur me probleme me qeverisjen qendrore dhe vendore.

Pra, nëse në vitin 2025 ekzistonte ende një platformë e institucionalizuar, e cila regjistroi mbi 22 mijë çështje të qytetarëve dhe bizneseve, pse në vitin 2026 qeveria ka nevojë për një tjetër platformë për të zgjidhur pikërisht këto probleme?

In 2021, this mechanism was institutionalized by law.

In 2023, rules were also defined for the database and the platform's interaction with institutional systems.

In 2025, according to official data, more than 22 thousand cases were registered in it.

And in August 2026, the government introduces "Pasqyrë Albania", once again promising a system where citizens will be able to follow their requests in real time and where violations of deadlines by institutions are recorded.

Under such conditions, the question naturally arose, what did not work in the co-governance model that the government built, legislated and used for years?
Rama has not stated that the previous platform has failed, but the fact that after such a long period a new system is being introduced for a similar function raises doubts as to whether "Pasqyrë Albania" is simply a technological improvement or an attempt to correct a model that failed to deliver the promised results./ S.Gj- Politiko.al
