Tirana ranks as the city with the most unaffordable cost of living in Europe

An infographic that ranks Tirana as the most unaffordable city among 79 European cities has sparked debate in recent days on social media, highlighting the gap between the high cost of living, low incomes, and poor quality of life in the Albanian capital.
"It took me a while to find Tirana, because it almost went out of the frame," Redi Muçi, the only MP from the opposition party Lëvizja Bashkë në Kuvend, wrote on Facebook.
The chart, which challenges the government's propaganda about a capital city experiencing development and producing more architecture than anywhere else in Europe, was compiled and published by data analyst Alessandro Palombo. It crosses the cost of rent and basic living costs as a percentage of median net salary, with a quality of life index that includes safety, health, traffic and pollution.
The data is taken from Numbeo, a large global cost of living database that operates through crowdsourcing (voluntary user reporting).
Although its methodology is not perfect, BIRN found that data on net income, rents or other indicators are similar or close to figures published by INSTAT or the Bank of Albania.
For economic experts and analysts, the graph mathematically confirms what urban planners and economic experts have been denouncing for years: The capital is turning into a livable environment, while development policies have favored concreting at the expense of the lives of residents.
“For every 100 lek of income, 170 lek are needed to cover expenses, forcing the family to rely on other income, savings, remittances or borrowing,” Eduart Gjokutaj, head of the ALTAX organization, told BIRN. “This report is a critical signal for public policies,” he added.
Methodology and accuracy of the chart
The data used by Palombo to construct the graph comes from Numbeo. They are mostly voluntary reports and are not complete. However, some of them are comparable to official data from INSTAT or other statistical sources.
For example, for income, Numbeo uses the median net income for citizens, which for Tirana is reported to be around 72,760 Lekë per month. The median salary in this case means that 50% of the population earns less than this amount.
On the other hand, INSTAT does not measure the median salary, but only publishes the average gross salary of around 92,000 Lekë, which after taxes translates to around 73,000 Lekë net. The latter can be significantly affected by the very high salaries of the very well-paid minority.
Faced with this distorted reality, expert Eduart Gjokutaj emphasizes the need for a new institutional approach to the crisis. “The public responsibility is not to be satisfied with reporting the average wage and national inflation, but to also measure how housing and utility costs affect real household budgets,” he argues.
Essentially, this unbalanced development is producing an existential crisis for the capital's residents. Analyst Adri Nurellari describes this as a social eviction and a new type of expropriation, where citizens are not forcibly evicted, but are gradually pushed out of the housing market by prices.
"It is a form of economic and social expropriation... In the past, people were expropriated to make room for the city, while today the city is built without leaving room for people," concludes Nurellari.
