Protests, resignations and rebellion against Rama, the "territorial" sparks the war within the SP

The Socialist Party's proposal for the new administrative-territorial reform, which envisages reducing the number of municipalities from 61 to 46, is turning into one of the fiercest debates within the majority itself.

What started as opposition from residents in several cities has now turned into a wave of public reactions from mayors and Socialist Party MPs, who openly oppose the proposed draft.

In recent days, protests have taken place in some of the municipalities that risk being merged under the new map.

Residents have taken to the streets opposing the merger of their units with larger municipalities, arguing that the reform will remove public services and harm local representation.

Protests in cities

The first sign of a clash within the Socialist Party appeared in Poliçan , where the SP chairman in Poliçan resigned from his position, stating that he could not support a project that harms the interests of the city.

In parallel, a group of socialist members and supporters publicly burned Socialist Party membership cards in protest against the plan to merge the municipality. 

In  Maliq , citizens came out against the plan for their municipality to merge with Korça.

"Maliqi has not been treated properly, it has become a victim of politics ," said one resident. Another warned that unification with Korça would create great difficulties for the citizens.

"Citizens would have a crisis directly, the distance is too far. We have the services here, should we go to Korça?"

Protests and opposition have also appeared in other municipalities.

With banners in their hands, dozens of citizens of Patos protested this morning against 'Territoriale' and the merger of this municipality with Fier. With the cries of "Hands off Patos", they unanimously affirmed that this decision violates the identity of the oil city.

Libohova , which according to the majority draft is expected to join Gjirokastra, is the first to have convened a Municipal Council, where, as is rare, the left and the right have come together: against the merger of the Libohova municipality. This unanimous position of all municipal councilors is expected to be conveyed to the government in the hope that their decision will be taken into account.

Meanwhile, in Rrogozhina , which is expected to merge with Kavaja, it is the municipality employees who have opposed the merger by briefly suspending work this Monday morning, in a demonstrative sign against the socialists' proposal.

Edhe bashkia Klos, e cila pritet t’i bashkohet Matit do të mbajë qëndrimin e saj zyrtar. Anëtarët e Këshillit Bashkiak kanë kërkuar një mbledhje urgjente, ku pritet të diskutohet qëndrimi institucional i këshillit ndaj projektit të reformës administrativo-territoriale.

Kryebashkiakët e PS kundër draftit

Një nga reagimet më të forta erdhi nga kryebashkiaku socialist i Patosit, Fation Duro, i cili kundërshtoi bashkimin e Patosit me Fierin.

Duro solli në vëmendje vetë raportin e Komisionit për Reformën Territoriale.

"Patosi nuk është bashki me performancë të dobët. Përkundrazi, në treguesit më të rëndësishëm renditet ndër bashkitë më të mira të Shqipërisë", deklaroi ai.

Kryetarja e Bashkisë Dimal, Juliana Memaj ka dalë hapur kundër propozimit të Partisë Socialiste për reformën territoriale. Memaj kundërshton bashkimin e bashkisë që ajo drejton me Bashkinë Berat, ndërsa theksoi se kanë kaluar vetëm katër vite që kur njësia vendore mori emrin Bashkia Dimal.

“Në vitin 2021, në fund të prillit, mori emrin Bashkia Dimal. Shumë keq që dimaliotët të mos e gëzonin shtëpinë e tyre të re”, deklaroi ajo.

Po ashtu, kryebashkiakja socialiste akuzoi se vendimi është marrë në mungesë transparence, pasi, sipas saj, treguesit e bashkisë që ajo drejton janë pozitivë.

Kryetari i Bashkisë së Divjakës, Josif Gorrea, ka dalë hapur kundër propozimit të Partisë Socialiste . Gjatë një proteste të zhvilluar së bashku me qytetarët, kryebashkiaku socialist u shpreh se lajmi për përfshirjen e Divjakës në listën e bashkive që do të shkrihen i ka ardhur si një “bombë”, duke theksuar se është ndjerë i tradhtuar nga mënyra se si është bërë publik ky propozim.

Deputetët socialistë dalin hapur kundër
Pak ditë më vonë, kundër draftit doli edhe deputeti i PS-së për Vlorën, Vullnet Sinaj, i cili kundërshtoi shkrirjen e Bashkisë Selenicë.

"Mendimi im është që duhet dëgjuar zëri i ekspertëve, por mbi të gjitha zëri dhe interesi i qytetarëve", shkroi ai.

Sinaj argumentoi se problemi nuk është numri i bashkive, por mungesa e financimit të pushtetit vendor.

"Nëse do të bënim një ndarje të drejtë të buxhetit të shtetit, nuk do të kishim nevojë të zvogëlonim numrin e bashkive, por të rrisnim financimin e tyre", u shpreh deputeti.

Rama: Kundërshtimet janë normale
Përballë valës së reagimeve, kryeministri Edi Rama iu përgjigj kritikiëve përmes një postimi në rrjetet sociale, duke minimizuar zërat kundërshtues.

Ai tha se konsultimi publik është pikërisht faza ku secili ka të drejtë të shprehë mendimin.

"Gjithçka tjetër është jo vetëm normale, por edhe e mirëseardhur", shkroi Rama.

According to him, mayors have a legal obligation to present their positions and no one will be prevented from expressing their opinion.

Opposition: Formal consultation on a decision made
Rama's statements brought an immediate reaction from the opposition.

The Chairman of the DP Parliamentary Group, Gazment Bardhi, stated that the consultation is only formal and that the decision was made a long time ago.

"Edi Rama is not holding a consultation on the administrative-territorial map. He is holding a formal consultation on a predetermined decision ," Bardhi said.

He added that the Socialists are protesting because they "refuse to be blamed again for the crazy decisions of your new prime minister."

As the 60-day public consultation continues, the list of socialist officials demanding a change to the territorial map appears to be expanding, turning the reform into one of the biggest political debates for the majority in this mandate/ Politiko.al
