Kosovo on the brink of another crisis, the deadline for electing the President

The 60-day constitutional deadline for electing the President of the Republic of Kosovo expires today, October 6. The deadline began on August 8, at the end of the period set for the constitution of the Assembly, according to the interpretation of the Constitutional Court.

By the end of the day, the Assembly must elect a new head of state. If this is not achieved, the Assembly is automatically dissolved and the country heads towards new parliamentary elections.

According to the Constitutional Court's ruling, elections must be held within 45 days of the dissolution of the Assembly. If the dissolution occurs today, the latest date when elections can be held is November 15.

The election of the President has been at the center of political developments in recent weeks, but political parties have not yet reached an agreement on a candidate who would secure the necessary votes in the Assembly.

The Constitutional Court's decision on the deadlines came after requests from PDK deputies regarding the process of constituting the Assembly and forming the Government. The court determined that the deadline for constituting the Assembly ended on August 8 and that the 60-day period for electing the President began to be calculated from this date.

Following the June 7 elections, the constitutive session of the Assembly opened on August 6, but the process was interrupted twice. Albin Kurti did not propose a candidate for Speaker of the Assembly, arguing that an agreement on the election of the President had to be reached first.

On August 8, when the constitutional deadline for the constitution of the Assembly expired, the chairman of the session, Avni Dehari, interrupted the process again. The Vetëvendosje Movement insisted that the session should not continue without a prior agreement for the President. The Assembly was finally constituted on September 13.

In an attempt to resolve the political impasse, Kurti and LDK leader Lumir Abdixhiku later announced that they had agreed on Bekim Sejdiu's candidacy for the post of President. The candidacy was opposed by six LDK MPs, and Sejdiu subsequently announced his withdrawal from the race.

The June 7 elections were held in another climate of political crisis, created by the inability of the parties to reach an agreement on the election of the President.

If the election of the head of state fails again today, Kosovo could go to parliamentary elections again. This scenario would mean holding the fourth parliamentary elections within a period of two years.
