What happened?
On August 27, Montenegrin Prime Minister Milojko Spajić went public with an unusual warning: he said that Podgorica had “serious operational security information” that the closing of new chapters of negotiations with the EU would be accompanied by a coordinated hybrid activity, involving officials from at least two countries in the region.
"We have serious operational security information that the announced closure of new negotiation chapters will be accompanied by coordinated hybrid actions, involving officials from at least two countries in the region ," Spajić wrote on the "X" platform.

According to him, the objective was to destabilize Montenegro, with the support of political actors and part of the media within the country.
"Vijesti" puts Albania and Serbia on stage
Spajić presented the situation as an attempt to hit Montenegro's European path, precisely at the moment when the country is advancing in negotiations with Brussels.
But Vijesti takes the analysis a step further. In an article on August 28, the newspaper quotes security sector sources as saying that some power centers in the region are not interested in Montenegro's rapid progress towards the EU and that internal destabilization would be a way to slow down this process.
In the article, the Montenegrin media refers specifically to two neighboring countries: Albania and Serbia.
"Serbia and Albania are two countries that Prime Minister Milojko Spajić (Europe Now Movement) was referring to in a post on the social network "Iks", in which he spoke about hybrid action, "Vijesti" learned from several sources," the article reads.
Vijesti did not publish concrete evidence of an Albanian or Serbian operation and did not identify the officials allegedly involved. The newspaper itself even writes that these are assessments and operational data from security sources, not proven facts.
“Burimi i paraqiti të gjitha sa më sipër si vlerësime sigurie dhe gjetje operative, jo si fakte të vërtetuara. Burimet me të cilat foli ekipi editorial dje, të cilat konfirmuan se Spajić po i referohej Serbisë dhe Shqipërisë, nuk donin të flisnin për detaje të tjera të operacionit të supozuar hibrid”, thuhet në artikull.
Përplasja Vuçiç–Spajić
Vetëm rreth dy javë para deklaratës për “luftën hibride”, Spajić dhe presidenti serb Aleksandar Vuçiç u përfshinë në një përplasje të drejtpërdrejtë politike.
Më 11 gusht, Vuçiç kritikoi politikën e Podgoricës ndaj Serbisë dhe pretendoi se në Mal të Zi po bëhej përpjekje për të ndryshuar identitetin e serbëve që jetojnë atje. Ai akuzoi gjithashtu median malazeze për një fushatë shumë të ashpër kundër Serbisë.
“Nuk keni pse të shikoni lëvizjet e tyre institucionale ndaj Serbisë që janë shqetësuese, mjafton të shikoni skenën e tyre mediatike dhe ta bëni të qartë se Serbia është shënjestra e fushatës më brutale, që zgjat rreth gjashtë ose shtatë ditë… Në vendin tonë, Mali i Zi përmendet herë pas here, ndërsa në Mal të Zi, 90 përqind të kohës flasin keq për Serbinë”, vërejti Vuçiç.
Spajić iu përgjigj publikisht duke thënë se Mali i Zi kërkon marrëdhënie të mira me Serbinë, por njëkohësisht do të ndjekë një politikë të qartë evropiane. Ai e kritikoi Vuçiçin për atë që e quajti rol të “PR-it të Rusisë” dhe ngriti pyetje mbi qëndrimet e dyfishta të Serbisë ndaj Rusisë dhe Ukrainës.
“Mali i Zi nuk dëshiron konflikt me Serbinë. Ne duam marrëdhënie të mira fqinjësore, por edhe një politikë të qartë evropiane, të cilën, padyshim, zoti Vuçiç nuk dëshiron ta kuptojë. Dhe nuk është shumë e përshtatshme që ai të marrë rolin e PR të Rusisë nga pozicioni i tij dhe t’u mësojë të tjerëve për principatat”, shkroi Spajiç në X.
Përplasja nuk mbeti vetëm mes dy presidentëve/kryeministrave. Ana Brnabiç, kryetare e Kuvendit serb, reagoi ashpër ndaj Spajić, ndërsa ministri serb për Integrimin Evropian, Nemanja Staroviç, gjithashtu e kritikoi.
Tirana i përgjigjet akuzave të Spajić
Nga Tirana ka pasur një reagim zyrtar, por jo nga kryeministri Edi Rama.
Përballë pretendimeve të publikuara në Mal të Zi, ka reaguar ministri për Evropën dhe Punët e Jashtme, Ferit Hoxha, i cili i ka cilësuar të pabazuara çdo aludim për përfshirjen e Shqipërisë në një skenar destabilizues ndaj Malit të Zi.
Hoxha ka theksuar se Shqipëria “nuk është dhe nuk mund të jetë pjesë e ndonjë skenari destabilizues” dhe ka bërë të qartë se deklarata e kryeministrit malazez Milojko Spajić nuk përmban një akuzë të drejtpërdrejtë ndaj Shqipërisë.
"Although there is no officially formulated accusation against Albania, I want to emphasize strongly and clearly that Albania is neither and cannot be part of any destabilizing scenario, neither in Montenegro, a neighboring country, friend, partner and ally in NATO, with which we share the same project of EU membership, nor anywhere else."
"Albania stands out precisely because it does the opposite: it invests every day in cooperation, mutual understanding, regional stability and development, as well as in broader European and Euro-Atlantic cooperation," writes Hoxha.
According to him, Tirana has also communicated with the Montenegrin authorities to clarify the situation. "We are in constant contact, at all levels, and that is what I have done in this case, in the communications I have had with the Deputy Prime Minister and Minister of Foreign Affairs, Ibrahimovic, as well as with Deputy Prime Minister Nik Gjelloshaj ," Hoxha continues.

No reaction from Belgrade
Unlike Tirana, which reacted through the Minister for Europe and Foreign Affairs, Ferit Hoxha, denying any involvement of Albania in a destabilizing scenario, Belgrade has so far not had an official reaction to Spajić's statements or the "Vijesti" reporting that identifies Serbia as one of the two countries mentioned by Montenegrin sources.
Neither President Aleksandar Vučić nor the Serbian government have come out publicly to comment on the allegations, thus leaving unanswered a claim that, for the moment, remains based on operational data and security sources, and not on publicly disclosed evidence.
