Hyseni-Agasi file/ 508 communications in two months, intimate messages and information about meetings with Rama

From the investigative file against the former director of SHISH, Vlora Hyseni, new details emerge about her communications with Ergys Agas, who at that time was under investigation and later declared wanted by the judiciary.

At the center of the material are hundreds of communications via the "Signal" app, phone calls, video calls, and messages, which according to investigators cast doubt on Hysen's version that Agasi was her "collaborator."

This involves 508 forms of communication recorded on Agas's phone, over a period of about two months.

508 communications from June 28 to August 26

According to the file, communication between Hysen and Agas began to be documented on June 28 and continued until August 26, 2026, the day of Agas's arrest.

During this period, the following were identified:

• 70 incoming calls from Vlora Hyseni;

• 17 outgoing calls from Ergys Agasi;

• 28 missed calls;

• 25 unanswered calls;

• as well as video calls, messages, photos and other materials.

In total, 508 forms of communication between two people were found on Agas's device.

Investigators consider the communication to be continuous and periodic, while the fact that it continued even after Agasi was declared wanted is one of the elements assessed in the file.

"Heart", "soul" and "we will end badly"

An important part of the material relates to the way Hyseni addresses Agas in their conversations.

In one of the messages she writes:

"Honey, we just need to concentrate on your problem."

Then:

“All of us.”

In another:

"We're going to end badly, honey."

According to prosecutors, these communications show a personal and ongoing connection between them and, beyond the relationship that Hyseni has described as cooperation, they also show solidarity with Agas's situation.

Hyseni tells him about the meeting with Rama.

The file also contains messages where Hyseni tells Agas about her meetings with Prime Minister Edi Rama.

"They're expecting me to go to the CM... No, honey, I won't spend another hour with him," she writes in one of the communications.

On August 24, according to the file, she writes:

“I have to meet KM tomorrow at 8:30.”

In other communications, she also provides information about meetings with international partners.

"I had an urgent meeting... With the Saudis... I'll be back in the SC tomorrow," one of the messages says.

Investigators have included these communications in the context of suspicions about the information that Hyseni conveyed to Agas.

"Skënder called me..."/ The Police Director is also in focus

Another communication recorded is that of August 19th.

Hyseni writes to Agas:

"Skënder called me to meet on Monday... Let's hope he has the CM's orders..."

Në materialin hetimor sqarohet se “Skënderi” i referohet Skënder Hitës, Drejtorit të Përgjithshëm të Policisë së Shtetit.

Sipas hetuesve, ky komunikim është një tjetër element që tregon se Hyseni i përcillte Agasit informacione mbi zhvillime dhe kontakte të saj në nivele të larta të institucioneve.

“Sa shumë gjëra na kanë bërë ne”

Më 22 gusht, vetëm pak ditë para arrestimit të Agasit, komunikimi vijon me tone të tjera.

Hyseni i shkruan:

“Sa sh gjëra na kanë bërë ne… Të gjitha shpirt… O shpirt, kjo është një situatë që do ja hedhim… Problemi është koha… Sa konsistencë kemi.”

Në një tjetër mesazh thuhet:

“Çfarë na bënë o Zot.”

Sipas dosjes, përdorimi i shumësit në këto komunikime është vlerësuar nga hetuesit si tregues i identifikimit të Hysenit me situatën dhe interesat e Agasit.

Informacion edhe për Ballën dhe Ballukun

Në një tjetër komunikim, Hyseni i përcjell Agasit informacion që lidhet me drejtues politikë.

“Taulant Balla kryetar Kuvendi… Kështu janë infot… Bela me Taon shoku”, thuhet në mesazhin e përfshirë në dosje.

Materiali sqaron se bëhet fjalë për Taulant Ballën dhe Belinda Ballukun.

Edhe ky komunikim është pjesë e elementeve që prokuroria po shqyrton për të përcaktuar natyrën dhe rëndësinë e informacionit që qarkullonte mes tyre.

Çfarë tha Hyseni në SPAK?

Më 18 shtator 2026, sipas dosjes, Vlora Hyseni është marrë në pyetje në cilësinë e personit me dijeni për veprën penale.

Ajo ka pranuar komunikimin e vazhdueshëm me Agasin deri në ditën e arrestimit të tij.

Hyseni ka deklaruar se Agasi i kishte ofruar “bashkëpunim”, por ka mohuar takimet fizike me të dhe faktin që ai të kishte siguruar informacione nga SHISH.

Ajo është shprehur gjithashtu se do të kthente përgjigje zyrtare me shkresë të klasifikuar për origjinën e diagrameve të sekuestruara.

9 dokumente me të dhëna të ngjashme me SHISH

Në një tjetër pjesë të dosjes përmendet sekuestrimi i një automjeti në pronësi të Agasit më 20 korrik 2026 në ambientet e “Equos Resort” në Tiranë.

Brenda automjetit, sipas materialit hetimor, janë gjetur nëntë printime në format të madh, në të cilat paraqiteshin diagrame me të dhëna të ngjashme me ato të prodhuara nga SHISH.

Sipas dosjes, Agasi ka pranuar se automjeti ishte i tij dhe se materialet i kishte lënë aty me qëllim që ato të gjendeshin nga Prokuroria e Posaçme.

Prokuroria: Nuk ishte thjesht “bashkëpunëtor”

Pikërisht këtu qëndron një nga elementet kryesore të dosjes.

Sipas hetuesve, komunikimet e zbuluara nuk përputhen me versionin se Agasi ishte thjesht një “bashkëpunëtor” i Hysenit.

Në dosje thuhet se nga përmbajtja e komunikimeve krijohet dyshimi se Agasi ishte personi që merrte dhe diktonte informacionin e marrë.

Po ashtu, prokurorët theksojnë se Hyseni nuk kishte vënë në dijeni instancat përkatëse, brenda apo jashtë SHISH, për komunikimin me Agasin.

Hetimi tashmë fokusohet te roli i Hysenit

In its entirety, the file raises doubts about the nature of the relationship between the former head of SHISH and Ergys Agas, focusing not only on personal communications, but also on the information that Hyseni is suspected of having conveyed.

The messages, phone calls and seized materials are already part of the investigation and will be subject to further evaluation by the justice authorities.

Hyseni denies that Agasi received information from SHISH and has given a different version of the nature of the communication between them. The final assessment of these claims belongs to the judicial authorities.
